Regulation of Student Affairs in
General Education and Basic Education Schools


Chapter 1: Definitions

Article (1): In applying the provisions of this Regulation the following words and phrases shown opposite each of them have a clear meaning unless the context clarifies something else:

1. Ministry: The Ministry of Education.

2. Educational Region: General Directorate of Education or the Administration of Education in the region or province.

3. Director of Educational region: Director of the General Directorate of Education or the Director of the Administration of Education in the region or province.

4. School: A school of government schools which the student is enrolled in.

5. School Administration: the school headmaster, the assistant and the administrative cadre.

6. School Council: Formation of the council is by the administration of   the headmaster of the school, membership of teaching faculty and other employments.

7. Guardian: the father or mother or someone else replaced by an official status.

8. Student: learner who is registered in one of government schools in the grades from first to twelfth and studies in a systematic way.

9. Scholar: the student who is studying in a systematic way in adult education centers or free studies.

10. Admission: the student should meet the registration conditions in the required class.

11. Registration: the enrollment of student for the first time at school.

12. Re-registration: the enrollment of student again after his dismissal from school.

13. Transition: transferring the student to another school inside or outside the Sultanate.

14. School attendance: studying in the school from the beginning of first day until the end of the school day for the duration of the studying year.

15. School discipline: student commitment with school systems, regulations and instructions.

16. Alert: directing the student orally or in writing not to repeat the offence committed.

17. Warning: warn the student by writing about the result when not respecting school laws and systems and offending it.

18. Temporarily dismissal: Prevent the student from school attendance for duration of time for offending laws and regulations.


19. Final dismissal: Cancel Student's registration from school records.

20. Study year: the specified time required for studying from the ministry.

21. Comprehensive file: Student's file (online or hardcopy), which contains the entire student's data on it.


Chapter 2 : Students Admission and Registration in Schools


Article (2): Children in grade 1 are accepted on the age not less than six years old and not more than seven years old in the beginning of September from every school year.

Article (3): to register children in grade 1 the following is required:
A - Provide original birth certificate with a copy of it to be kept on the comprehensive file.
B - The child should be free from disabilities that require special education.
C ? The registration should be on the dates set by the ministry.

Article (4): the students in the grades from 2-4 are accepted in the following cases:
A- Students transferred from previous class to the intended class.
B- Students transferred from previous class to the intended class and dropped out with an acceptable excuse with duration not more than one year, provided that their age should not be 2 years older than their fellows in the intended class.
C- Students converted from private schools in the duration specified by the ministry.
D-  Students coming from schools outside the sultanate, and register them according to the admission system for students coming from outside the sultanate.
E- Omani scholars' whom their ages is not older 2 years than their fellows in the intended class.
F- The Omanis who are not enrolled in the study and their ages are older than admission age in grade 1, after an examination to determine their school and grade level which suites their ages.

Admission and registration in grades 5-12:

Article (5): Students in grades 5-12 are accepted in the following cases:
A- Students transferred from previous class to the intended class.
B- Students converted from private schools in the duration specified by the ministry.
C- Students transferred from previous class to the intended class and dropped out with an acceptable excuse with duration not more than two years.
D- Students remaining in the intendeds class and dropped out with an acceptable excuse with duration not more than one year.
E- Students coming from schools outside the sultanate, and register them   according to the admission system for students coming from outside the sultanate.
F- Omani scholars' whom their ages is not older 2 years than their fellows in the intended class
.

Article (6): Blind students register (who suffer from blindness only) in grades 10-12 according to last grade they passed in, and will be treated according to evaluation rules that is applicable for them.

Chapter 3 : Students Transformation

The transformation within the educational region:

Article (7): The student?s transformation from a school to another within the educational region is made upon to the desire of guardian and in accordance to the following procedures:
A-the guardian should introduce a request to the school headmaster and specify the school he wish to transfer the student to and also attach the approval of this school with the request.
B-the school headmaster which the student is transferred from edits the transformation form the school records.
C-the school submits to the student?s guardian the transformation form and a copy of his/her comprehensive file to introduce it to the school he/she transferred to.
D-the school which the student is transferred to should be sure that the student could register in the intended class, and then require the original file from the school transferred from.
E-Notify the educational region by the school the student is transferred from, to convert the student registered in grade 12, and then the region notify the educational assessment department in the ministry.

Transformation from one educational region to another:

Article (8): The student?s transformation from an educational region to another is made upon to the desire of guardian and in accordance to the following procedures:
A- The guardian should introduce a request to the school headmaster and specify the school and educational region he wishes to transfer the student to and also attach the approval of this school with the request.
B- The school administration sends transformation forms attached with copy from student's comprehensive file to the educational region the student is transferred from.

C- The educational region which the student is transferred from should confirm the transformation form and sends it to the educational region the student is transferred to.
D- The educational region the student transferred to should confirm the transformation form and sends it to the school which the student is accepted.
E-The educational region the student transferred from should notify the educational assessment department in the ministry to transfer the student registered in grade 12, and it is allowed for student to attend in the school transferred to temporarily after transformation is approved until completing his procedures.
Students? transformation outside the sultanate:


Article (9): Students transformation outside the sultanate is made upon the guardian?s desire to the following procedures:
A-Guardian should introduce a request to the school headmaster with his desire to transfer the student outside the sultanate.
B-The school headmaster edits the transformation form for students from outside the sultanate, attached with a copy form the student?s comprehensive file and sends it to the educational region which the school follows it
C- After the educational region reviews the data in the form and attachments, it confirms it and then submits it to the guardian.
D-The educational region notify the educational assessment department in the ministry if the transformation is for student in grade 12.
Admission of students coming from outside the sultanate:


Article (10):
A- The admission of students coming from outside the sultanate is done upon a request introduced from guardian to the educational region and attached with the following :
1- The result or report of student performance confirmed and approved form the ministry of education and the ministry of foreign affairs in the intended country and the embassy of Sultanate of Oman.
          Regarding the citizens coming from gulf countries it is             just required to confirm the result or report from the ministry of education in the intended country.
2-    A copy of student?s birth certificate with the original one to show. 
3-They should have a valid staying in the sultanate for those students not from gulf countries. In the case of student  who introduce to join in one of the sultanate schools after more than two months from starting the study, therefore he is considered absent on that period with an acceptable excuse on condition that there is an evidence of attending school in the country he comes from during the period he stayed in that school. The evidence document should be confirmed and approved from the intended authority, otherwise he is considered absent without excuse.
B-The student coming from outside the sultanate should register in the educational assessment department in the ministry, and it is allowed for the educational region and private schools department in the ministry after the guardian?s commitment in completing student?s registration procedures temporarily in the grade which is corresponding to his current grade until he gets the approval from the mentioned department to register him, and in case of not approving, the temporarily registration will be canceled in spite of period he stayed in school.
 C-The registration of students coming from outside the sultanate and which dropped out from school in the previous year, they should be in corresponding sultanate schools, in condition of introducing evidence of dropping out in the countries they are coming from with an acceptable excuse that the document should be confirmed and approved from the intended authorities.


Chapter 4:School attendance and behavior discipline for students

School Attendance:
Article (11): The student should attend school throughout the school year and should not be late from attendance time or absent.
The student is considered late if he attends after the beginning of school day (morning queue) without an acceptable excuse.
The evidence of being late or absent is by registering them daily in the custom school records.

Article (12):
The school administration takes the following procedures towards student being late without an acceptable excuse:
A- Alert the student not to be late and should attend the school in the specified time of school day beginning, if the delay was for the first time.
B- Notify the student's guardian if the delay was for the second time.
C- Search for student's case within the social specialist and coordinating with guardian to put appropriate solutions for his case if the delay was for the third time.

Article (13):
The school administration takes the following procedures towards student being absent without an acceptable excuse:
A-In the case of absence for 3 consecutive or separate days throughout the school year, the guardian should be notified by writing to clarify the reasons of absence.
B-In the case of absence for 5 consecutive or separate days throughout the school year, the guardian should be summoned and should write a pledge not to repeat the student's absence again, so the student will not be dismissed from school next time, as well as studying student's case through the social specialist in the school by guiding and advising him.
C-In the case of absence for 10 consecutive or separate days throughout the school year, the guardian should be summoned and submit final warning to him with dismissing student from school in the case of repeating absence and that is after signing the pledge.
D-In the case of absence for 5 consecutive or separate days after final warning with dismissal, the papers should be sent to the ministry attached with the social specialist report about the student's case and purpose appropriate procedures for him, therefore to dismiss him finally as mentioned in article (21).

Article (14): It is allowed for the educational region to re-register the final dismissed student for his absence, and that should be in the following school year for his dismissal in accordance to a request introduced from guardian attached with the school administration opinion.
It is not allowed to re-register student more than two times in the same class.

Article (15): The school administration should study the repeated cases of students delay and absence and follow up through the social specialist by coordinating with guardians and propose appropriate solutions to save it.

Students' behavior discipline:
Article (16):
School administration works to educate and maintain students' behavior discipline, and also it works on the following:
A- Provide the teacher with different knowledge about the important modern ways to control students behaviors and the importance of controlling school classes to improve the educational process and that's through setting up meetings in this regard.
B-Activating the advising role for social specialist in the psychological, social and educational fields.
C-Activating the role of parents' board in solving students' behavioral problems.
D-Study behavioral phenomena of students in terms of its causes and methods of treating it, through social specialist and coordinating with guardians and specialists in the intended educational region and related governmental authorities.
E-Declaration and publication of organizational rules of students' affairs through the school media.

Article (17): The school administration should guide and advise student in case of performing any of the following behaviors:
A-Breaching the organization of morning queue.
B-Not committing with the school uniform or sport clothes.
C-Not bringing textbooks or destroying it.
D-Negligence in the personal hygiene.
E-Negligence in keeping the class or school clean.
F-Quarreling and pronunciation of inappropriate words with his colleagues inside the school.
G-Using mobile phones inside the school by contradicting instructions and rules.

Article (18): The school administration should alert the student by writing and notify guardian in the case of performing any of the following behaviors:
A-Repeating any of the behaviors mentioned in the previous article.
B-Misusing the school utilities.
C-Breaching the organization during classes, activities or school parties.
D-Smoking inside the school.

Article (19): The school administration should warn the student by writing to temporarily dismissal from school in the case of repeating any of the behaviors mentioned in the previous article, in spite of alerting him by writing and notifying his guardian.

Article (20): 
1. The student is dismissed temporarily from school in the following cases:
A-Repeating any of the behaviors mentioned in article (18) in spite of warning him by writing to temporarily dismissal.
B-Destroying school utilities or any of his colleagues and school workers things.
C-Performing a bad behavior inside the school.
D-Attack any of his colleagues and harming them physically inside the school.
2. A decision for temporarily dismissal from school headmaster not more than 3 days and from school board more than that and not more than 5 days. Regarding the educational region administrator it is more than that and not more than 2 weeks. The school administration should notify the guardian with this decision.
The duration of performing the decision should be by requiring the student to attend daily to school throughout his dismissal from school, to receive guidance and advice from the social specialist by coordinating with his guardian and depriving him from entering class
.

Article (21): The student is dismissed final dismissal with a decision from the minister in the following cases:
A-Repeating any of the behaviors mentioned in the previous article in spite of temporarily dismissal.
B-Attack any one of school workers.
C-If proven that the student committed bad behavior or integrity inside the school through administrative investigation or criminal if not held a public lawsuit against him.
D- A decision against him with final judgment Conviction of a felony or a crime committed to bad behavior or integrity.
No decision made in final dismissal in spite of the availability of one of the cases mentioned , if the educational region decide to transfer the student into another school in the same region according to the desire of the school administration and then notifying the ministry with that. That will be, if the ministry estimated the circumstances and the case of student and his curriculum then a decision should be issued to dismiss student final dismissal.

Article (22): The school administration should record the cases of depart from the rules of students' behavioral discipline and procedures which is taken upon it in the related records.
